Much like Dredd, nobody really saw this on release in cinemas (I don't even think I did in the case of Constantine, and I was probably in a bit of a Keanu phase back then) and a potential franchise sort of died on the vine. Then they made a TV series that nobody really watched either. Unlike Dredd though (even though there's the occasional mumblings) this is actually getting a sequel and is officially considered in production because of the fact it's become a big cult deal - it got hit hard by the pandemic and the strikes but I think somebody involved said fairly recently it is still definitely on the table. As for Lu overruling God; in the lore they have this bet, presumably he has some sort of veto power in situations like that or God was like "sure, makes sense, lets do that".
