I think just focus on completing the game and the story and then add the voice overs later

Poor acting or janky dubbing would really take players out of the gameplay experience. I would rather not have that ruin what's been so far a pretty good game. If you really want to implement AI dubbing or any dubbing of some sort, an option to disable the dub would be essential.
