Despite the fame of Simo Häyhä, Finnish army mostly neglected proper sniper training, and the small numbers of domestic scopes didn't help. Soviets had more snipers, who were better trained and equipped than their Finnish counterparts. This disadvantage became painfully apparent to Finns in the trench warfare of 1942-1943.

Amoeba was a cheap way to help snipers, recons, border troops etc. blend in their environment a bit better.

Just the way the uniform is setup, reminds me of the pictures of the Chernobyl liquidators(minus the lead plate armor), hard at work clearing the reactor debris from the rooftop one of the reactor building.
