There are two interesting questions here. After all we've seen from Herc, why doesn't he deserve termination or consideration about that? The second being with all the systemic issues we see, are the "good" black police there to do anything for the black community? Daniels, for example, protects cops above all else. Prez before and Herc this time. I do think this episode does a good job of detailing the why. Cops take any interference as an insult. A civilian review board isn't all that objectionable. Some places they're even placebos but even then they don't like even the air of accountability. Regarding the episode, I know you don't like him or the politics but I really enjoyed how Burrell demonstrated why exactly he has his job.
