Towards the beginning you mention maybe future seasons are being set in Washington. What you're picking up on is a mostly unspoken but always present reality in the show (and real life) that Baltimore and DC are very close. Almost twin cities. If not for traffic (which is always jammed) they'd be within maybe a half hour drive if each other. Like, Baltimore's airport is BWI (Baltimore-Washington International). and the Acela Express Amtrak line stops in Baltimore, then BWI, then DC as it's three Southernmost stops. This reality is ever present for the movers and shakers in Baltimore. People in the city and state government can be in DC and back in Baltimore without even staying a night whether they're discussing legit federal grant money, or whether they're doing gun shady bribery like Clay Davis. DC is always right there. Two stops on the train. One hour by car. But also, a world away. The Corner boys, the slums, slinging heroin, their neighborhoods neglected and crumbling just an hour away from the nation's capital, from the seat of a government that has forgotten them.
