I'm not the biggest fan of this movie, BUT it justifies its existence through Robert Forster (the disappearer). Aaron Paul revealed in the commentary that this project kept Forster going. In that commentary, Vince Gilligan finds out for the first time that Forster got to see the movie, and apparently just hours before he passed away. Vince was asked repeatedly about other characters (Skyler, Marie, Walt Jr) in El Camino and I completely agree with his reasoning: This is Jesse's epilogue. We follow Jesse and the characters he naturally has contact with along his last stretch of his journey. Flashing to "let's see what's up with Skyler" would be so out of place. And absolutely no realistic reason to make their paths cross.  Regarding planning, after listening to hours of interviews with Vince, I can tell you that none of this was planned during breaking bad. Even during BB, most things were not planned far ahead. But what Vince and his team do very well, is they go back and examine details of what characters said or did, and are able to realistically expand on them later, giving more depth to previous insignificant moments (like Jesse saying he picks Alaska, in BB it's more of a throw away line). So it seems planned.
