Eren was thinking that MAYBE the reason he was able to control the titans is because he touched the Dina titan which has royal blood. If the military hears this they might want to create another titan with royal blood just like Dina so that Eren can use that power again. Historia is in the same bloodline as Dina.

Just to add to Ricks comment above, Eren's realisation is nothing more than a hunch at this stage. He touched Dina and suddenly he controlled those titans which is a clear founding titan power and was the proof Reiner needed to conclude Eren is definitely the founding titan. When Eren was touched by Historia and Rod back in the crystal cave earlier this season it only awakened Eren's memories from his father attacking the Reiss/Fritz family and him eating Grisha. However based off Eren's hunch if he touched a royal person who was a titan he can fully control the founding titans power. Historia is the only person on Paradis island who is of Eldian royalty but she isnt a titan. Zeke is the only person in Marley or the outside world who is of Eldian royalty but he IS a titan..... So based off Eren's hunch if he touched Zeke he could use the foudning titans power to control titans. Zekes words: "Eren, someday ill come back to resuce you".................

also, the 13 year rule is crucial to remember, Grisha receieved the attack titan and then went into the walls, he married Carla 2 years inside the walls, had Eren one year later and gave the attack and founding titans to Eren when he was 10 which was Grishas 13th year. If he didnt give them to Eren than both powers would have passed down to a random Eldian baby newborn and the powers would have been lost for many years until that baby grew up and used the powers or died when they were 13 and the powers would continuously pass down. it was crucial Grisha gave the powers to Eren in the hopes of saving Eldia

all people owning a titan power have the ability to see past memories of someone who owned the power before them. E.g Eren seeing Grishas memories but the owl seeing a glimpse of future memories is unknown
