the DVDs are usally solve like manga and light novels in volumes either single volume or bundle volumes. one volume can be one arc long or more depending on how long that arc is. one piece has fillers that mostly do not relate to the main story so it is up to the person to skip them or not. a good number of fillers including some fillers that come from the movies so it is up to the person on what they want to do. i will say this as far as one piece goes you are either 1 of 2 kinds of people. 1 where aslong as they love the series they about the number or eps the more the better or 2 you do not like it enough to commit to it which is not bad.

Another thing to keep in mind with One Piece is that after they stopped doing endings, they shifted it to be a full length opening song (like 3ish mins) + recap (3-4 mins) before the title card start of the episode, so the back half of the anime ends up being about 15 minute long episodes.
