At the end of this video you were talking about anime being over the top, colorful and wacky and your definitely correct and that applies to many anime’s but you have to realize that even those can bring out even more emotion and realism then even attack on titan. It seems odd but it also makes sense. The scaring them isn't really about any hidden motive he might have. Look at how the majority of those soldiers are in Trost. They are absolutely useless because they are terrified. The Scouts are dealing with Titans every single time the go on any maneover. Erwin needs to make sure that he can plan for all his scouts to actually take action. Otherwise if he makes a plan, it could easily fall apart due to a group just running away in fear. Theres so many variables in a mission beyond the wall, into the unknown anyway, you need to cut down on those as much as you can.
