So in Anime there is Dimming and Ghosting: Dimming is what you were seeing a lot in the Toji fight. Ghosting is basically frames blending into each other (Mahito chase scene vs. Mechamaru). Both are a result of TV Broadcast regulations in Japan to avoid triggering epilepsy. So its not a choice and for now we will have to live with it in any anime. Versions without it usually exist on sakugabooru or whenever the BluRay is released

Oh wow there's an explanation for it I can't believe it....I get so triggered by it cause I can't see anything and it's always the best parts of the battle. My computer's brightness doesn't go very high so it might as well be a black screen cause it's so dim 🥴
