Rougina looks oddly...defeated here. Like this isn't what she wanted to tell Alice at all. She knows that this would make Alice so happy, to succeed in becoming an oneironaut, and Rougina WANTS Alice to be happy. She really, truly wants to see her fulfill her dreams, but she's at a loss for Alice's condition. Rougina's powerful, and she acts as a mother figure to Alice, but unfortunately she's also Goddess-Queen sworn to protect her realm. Alice presents something Rougina doesn't know how to solve except by locking it away, and she knows that won't make Alice happy. It will keep her safe, though (well....maybe), but Rougina is at a loss for a solution that would make Alice happy, too. I think she really does care, but as a parental figure she simply doesn't know what to do and bunkers down on what's tried and true even if it comes at the expense of Alice's self-esteem.

It also seems to me like Rougina is struggling with her terrible secret in regards to Alice. So on top of the mother figure wanting to see her daughter succeed there's guilt laced into knowing why Alice isn't fulfilling those oneironaut dreams. As if Rougina wanted to let Alice try because maybe, just maybe, Rougina was wrong and Alice would be okay. So Rougina's hopes may also be getting crushed.
