It’s not a what if kiss but I think it was left to interpretation on purpose. Having said that, it’s canon in the book the kiss really did happen just like the conversation on Arthur’s seat about Emma not wanting to be a footnote in his life. I think the kiss was there to reinforce the idea that Dexter always knew he had feelings for her and he didn’t want to be just her friend, as she proposed. He gave her his number, which she told him she didn’t want. He invited her to his parents home to show her he didn’t want to randomly bump into her one day. And he sent her weekly postcards, postcards she told him she didn’t want. The scene on the steps was basically Dexter telling Emma ‘i don’t want us to be just friends’. And they never were ~just friends.
