A spell extending 'round the world (and complex enough to be able to tell hurtful from helpful magic - essentially sentient) would take far more energy than Mink's body can contain. That's god-level conjuring, far beyond her present abilities.

Too many people would abuse it. That’s for sure. Perhaps it could become common knowledge one day, but not without some major planning on its execution.

It makes sense to stick to secrecy for now. She's only just started the process of creating the new "wizards council", not just to teach each other but to also police each other. You want that in place well before it starts becoming common knowledge.

I wonder if Mink could put a magic curse on the entire world so anyone who uses magic to hurt people lose their ability to use magic? And I'm sure after reading the first sentence you've come up with a dozen exceptions, ways around it or how to use it for evil, but for starters let's just ask Karno if it's possible _then_ we'll argue/nitpick/split hairs on how it could be done.

Aaaww no lightning bolts? o.o All that asking if they had a sturdy room was for nothing? ^^; Or did I miss something and her showing them that spell was already implied before they moved onto the glamour and invisibility spells? o.O And woo!
