I think it would be more fun if he doesn't, nor does he have any meta abilities. In a world where you can explain anything away with science, super powers and magic, it's nice to have something else, something strange, that defies all attempts to study or understand. Except for Karno, I'm sure he knows how it all works for the story but won't tell us so he can laugh at all the fan theories ;-)

Does anybody else remember the show "Strange Luck"? The main character was "lucky" - not just good luck, but also bad: any plane he got on would crash/get lost/have a medical problem, but at the same time, if he needed money he could buy a scratcher and likely win just what he needed. Sounds like Peter is like that guy.
