He's done it before. He might not be able to go back to the jungles, but there's alot of other places on the planet to explore. He could even go someplace that's habited, under the right circumstances.

Not a good solution: exile makes it easier to kill him, not harder...it allows his enemies to create whatever narrative about Herman they wish (thus creating the justification to hunt him down and kill him), not to mention it puts him well and truly outside of any ability for the president to protect him (only the guilty flee from the righteous).
