The good news: he's presumed she's a super. This means: first, the press hasn't discovered what she's fully capable of (they would have printed something about it), and second, he hasn't acquired his own scanning abilities yet (he would have known otherwise upon seeing her, like the Mink quickly knew of the living person inside Jack). The bad news: Jack has no baseline of experience to know if they need to react or not, and the Mink's instructions could have them attacking soon (Mr. "I'm-so-powerful" isn't a match for Mink, but Jack might not fare well without any wards against magic). Judging from the wrinkles, one well placed "low level" lightning jolt with stop his heart cold . . . and like she said after examining that "recipe book", he's clearly a rookie at this game . . . he can't sense the presence of another magic user and he can't even spot one in plain sight . . . that shows how low his power and experience are. And in the world of magic, learning a few tricks and getting an ego is the fastest way to get yourself blown up.
