Well, this is what I was doing today. My "new" used car has no AC yet, so I made this to keep it from becoming a solar furnace while I'm at work: A battery-powered fan with the blowy part poked thru the lid of a cheap styrofoam cooler & duct-taped in place. I cut some holes near the bottom of the cooler (on the side facing away from the camera), and filled it with ice.

   Switch on the fan, and you get cool, damp air blowing thru the holes. Stupid simple, but it works. Hopefully it'll keep me alive 'till the car's official air conditioning is fixed. We're getting 115-118 degree temperatures here in Tucson, so that's not really a humorous exaggeration.

Seriously, this is not too far off from early forms of A/C. Institutional air handling systems are still rated in tons of ice!
