I have always wondered why shorter females tend to have larger mammaries. And I am inclined to believe that more effort went into growing horizontally than vertically.

Of course, as an art trope, breast size and character height tend to be used to reflect age/maturity. A short character with small assets may look younger than desired, so the short-hand solution is to give her assets or other characteristics that typically won't be found on a young character.
