Tier prices adjustment (Patreon)

I've made some adjustments to tier pricing for the lower tiers.

For starters, if you want access to voting on a monthly story, it is now $3 instead of $5, a character pool in the monthly story is now $8 instead of $10, and to RP with me is now $12 instead of $15.

I gave it some thought over some time and figured that the prices for these rewards simply weren't worth it, and while the commission discount is certainly going to be beneficial (Especially when I inevitably increase my prices slightly on those stories) the additional rewards didn't seem to be worth it.

The $25, $100 tier and the $1 has remained unchanged.
