You're right about it being inspired by Dante's hell, good catch :D It's actually really messed up if you think about it, the Navy would probably lock people up for reasons like going against Celestial Dragons or researching Poneglyphs and they have to go through all the pain and torture here. Regarding the subtitles for what Ace said about 'criminal'/'criminals', in Japanese there is usually no difference between the singular and plural form of a word so it is kinda mind to be ambiguous here.
