One Punch Man world is basically one big continent (at 3:53 is the map). And 1 city's size is like a country's size. Also, most of the S-class heroes before they get "hero work" were just some strong people (don't forget that hero assassination was established only 3 years ago), so some of them are not really "heroes who save lives and bring justice everywhere".
