This is another of those ideas I had a while ago and just fell to the back of the pile for months. Its pretty basic, a businessman pays SHIELD to turn Cap into his bimbo without his knowledge. There's a lot more context in the colored versions but basically on page 2 the man uses a keyphrase to trigger the brainwashing cap didn't realize had been part of the transformation.
