They are semi-original character with an antagonist role. They describe themselves as mere servants of the the will of the fog. They actively work behind the scene to spread the fog influence through Yaso Inaba. Their goal is to seek a new host for the bimbo fog in this reality.  The truth behind the fog is at the origin the power of a being born from the sea of soul a place in Persona lore where all souls came from and return when people die and its the birthplace of many deities formed by humanity's ideas about higher beings controlling the workings of the world. It's linked with humanity collective unconscious it's both a spiritual, psychological and metaphysical place where comes from the personas the protagonists used, the shadows they fought and the parallel's world or dimension where the protagonists progress are whether related, linked or a part of it. 

Anything that happens in the Persona series is tied with the sea of souls.  I digress, to come back to the story of P4 bimbos stories entity born from the collective consciousness and the multiversal bimbofication force, rejected her her bimbo power and seals them, until it breaks free and takes the form of a fog. The problem is not what it was planned, the multiversal and transcending reality bimbo force was planned to be the power of an entity to fit this world. The fog is simply raw bimbo powers or magic, its currents form fits this world because previous events of Persona 4 and Persona 4 Arena involved mysterious fogs were involved in supernatural events. 

Unfortunately even if it will corrupt successfully Yaso Inaba, this shape is to specific to the area and it cannot spread outside the area without taking a new shape.  The four heavenly bimbo queens are in quest of a new host for the fog to replace the previous one to bimbo the whole world. The potential hosts are all the bimbos with a 3.0 forms. The four cannot be because they are part of the fog themselves and the event that created them is tied to Yaso Inaba.
