Roy Mustang couldn't create fire in this episode was because he couldn't create sparks with his gloves, they are too wet in rainy days. He did transmute the air but without the sparks, it just does nothing basically.

About the three stages of alchemy: construction, deconstruction and reconstruction, the 'construction' part is more like 'comprehension', meaning understanding the materials of the matter you are trying to apply alchemy. That is why Scar's alchemy didn't work the first time he touched Edward's arm, because he didn't know it is automail he thought it was flesh, after knowing it is made out of metal and steel, he can easily destroy it.

Mustang does transmute the air to make it much more flammable, but he still needs a spark to create flames and he can't get a spark when everything is wet.

i used VRV work good for me here in the US
