When Gabimaru saved Sagiri, he was following his emotions in auto pilot there. Ninja= shinobi clan Samurai= Yamada clan Both are I guess up for hire by government. This mission is literally Suicide Squad of DC comics, where criminals are put to use. And even tho this island expedition is a bad idea, shogunate doesn't care that much. We saw how whimsical people in power can be before. In previous ones, a head guy wanted to see a blood bath battle so he made the criminals fight for amusement!

Agree it's sh*tty of the Shogunate (higher ups) to send the Samurai on a 1 to 1 ratio with strong prisoners, but at the end Ange is right, they just don't care and they think the samurai are elite enough. Gabimaru not falling for Yuzuriha's ways 🤣 (much stronger than me) plus I guess he is familiar with her tactics since they're both ninjas
