Basically, the police guy wanted to lure out the spy amongst them, so he deliberately mentioned the fact that there might be a traitor amongst the gang bc he knows the spy in the police team will report back to choi mujin that theres a traitor in his gang. The jang taeju guy is not a traitor, he just went to location hoping he would get information on gangtae, as the note said, but he didnt know that the police was just using him to frame his as a traitor if that makes sense..?

All in all the point is that, the police was trying to plant a seed of doubt in choi mujins mind bc once you become doubtful of one another the whole organisation will come crumbling down.
