Re: the whole "wearing jackets at like 20C/70F" thing. I saw a video a while back that explained how people actually adapt to the climate they're used to by developing more or less of a specific type of fat that generates more body heat. Personally I still wear shorts and short sleeves down to around 50F. I generally don't even run the heat during winter. If it gets above like 75F I'm turning on the AC.
