Again, I know I'm way late! But, book reader here. Jesper is half Zemeni (from Novyi Zem, the Wakanda people) and half Kaelish, which is the fantastical version of Scotland in this world. He's wearing a kilt, which is a cool nod to his background that's not discussed in any great detail in the show.
