here is an imaginary situation in the future mustang is now the leader of the country, currently negotiating for peace with another country, then some force in that country that wants war assassinates ..... I do not know, let's say Hawkeye, now, in this case, having not succumbed to his emotions previously and fucking up Envy, that person would likely not retaliate even with all the power he has, the person that would have finished the job with envy in that mental state would likely end peace talk and just do what he did in ishval, now grandpa ninja here is not in that position, so the issue here is not morality (because I agree with you he should have killed him), but it is about leadership quality and responsibility of a person with so much power, being a leader should actually limit your freedom to be a normal human being in my opinion, and not killing is more difficult than killing when your in that position of power
