his eyes were drawn like Scar's at that moment, and Scar did not stop at the people who destroyed his country not even just the soldiers or alchemist, and Scar is just a dude, as for Mustang and his ambition (which will increase the chance of corruption) once he has done the revenge killing it will not stop there it is not going to satisfy him and you don't want to risk a "wrathful" ruler for the country, also while i did not care for the monolog i do like the fact that envy offed himself

Woof yeah missing that line of dialogue really fucks up that moment for Hawkeye. She is saying she will kill herself if Mustang forces her to kill him. Not just because of her guilt from Ishval but the guilt failing to keep Mustang on the path that they chose. I get that it’s not perfectly portrayed but Mustang wants to kill Envy for obvious reasons but his main motivation is his own revenge and his own satisfaction. Which goes against his pact with Hawkeye. On my first watch I wasn’t a huge fan of this moment either but after coming back to it I really think it’s good.

Maybe I will like it on a rewatch, but I didn't here. Watching it back I don't think the dialogue makes what you're saying super clear, but I can see where your interpretation comes from
