I'm sure the reasons is because 1) it is a new POV from the Seanchan and a lot of information into their culture, and 2) the fun of seeing a well written antagonists that actually make mistakes in their understanding. Too often we see bad writing where the antagonist magically knows the protagonists plans in order to foil them, and worse, the back and forth BS of "aha, I knew you would do this, so I countered with that". The back and forth is almost always poorly written to "fool" the reader by keeping them in the dark about what the characters actually know.

All I can say without spoilers is that you pick up some back story that comes up again in a few chapters.
