What I *think* Luthen's countermeasures were is some sort of very dense metals. He forced the tractor beam up to maximum strength, so that when he fired the countermeasures, the tractor beam pulled them towards it at huge speed, and the denseness of the metal meant it was strong enough, with the momentum, to trash the dish.
