Oda's characterization is strongest I think when a character is the main focal point of an arc, or when he's just doing in-between-arc characterizations, like he does with Robin here. In general, whenever you could call his characterization "bad", it's usually in the service of some larger goal. Whether the audience agrees with that goal or not usually makes that characterization more or less sensible. For instance, I would argue that some of Sanji's best characterization is during his Mr. Prince bit for Rain Dinners, cuz the focus was on him. The moment the spotlight is off, he defaults back to a lot of stock behaviors. Similarly, Vivi has really strong characterization when she and Luffy get into a scrap in the desert, but as Nerdy mentions, she is obviously not super pivotal to the end of the Alubarna conflict, and so while she still gets to team up with the crew, she's largely thematically sidelined and doesn't get a lot of strong character moments. tl;dr - I do think being reserved in character scenes is a strength of Oda's, that strength is just deployed more in moments of transition and climax.
