The manga translation I've been reading, had the line Utena-chan said to Kiwi about wanting to bully them, to she "wants to screw them up". Their power is only limited by their desires/feelings, with Utena-chan's fueled by her sadistic nature. Meaning that the stronger her desires to bully and abuse someone, the more powerful she can become. A minor jump ahead, but the level of power that Utena-chan and Kiwi are measured by the number of stars on their bodies. When she was smacking Azure's breasts, the sight of Azure squirming helplessly to her assault, resulted in more of her power to start peaking out through her engrossing herself in her sadistic nature. Venalita purposeful chose Utena-chan, because they could tell that she had boundless amounts of desire that could be converted into a shear fount of power, only being held back by her inhibitions, and so they plant events to steadily break her restraints. In a fast approaching event, the amount of stimulus she experiences supercharges her base transformation. I won't go into any farther detail to leave it as a teaser at worst for what is approaching, just be ready for the hype to arrive.
