I think the reason the mother agreed to fight while she was in a weakened state is because Wakaba would be even more weakened than her. Think about it: although the mother's abilities are only slightly weaker by about 1000 points compared to her non weakened state, her skills are not affected. On the other hand, Wakaba has lost three parallel minds which are crucial for her combat abilities, especially in magic. Without these minds, she cannot unleash multiple high-level magic spells and skills as she used to. So her mother allowed Wakaba to attempt to weaken her, knowing that Wakaba wont be able to inflict enough damage until she had made all the necessary preparations. Then, she could effectively nerf Wakaba's powers. It's a genius?
