One’s extreme fear of fire has the potential to birth fire spirits, and a rise in religious faith can birth water spirits." ^That is only the basics of how spirit works but it should explain a few things. Also, season 1 skipped a ton of info about spirits. We were supposed to know quite a bit about how they work by the end of season 1, and I think that a lot of people are struggling to understand how this crap is supposed to work because they skipped the content.

About the resurrection spell, here is how it works as per the wiki explanation - "(蘇生インガル, Ingaru, lit. "Resurrection") A spell that resurrects the dead after offering a drop of blood. As long as it is used within three seconds after the target's death, there is no risk of permanent death. Ingall can be blocked by Lu Ingall." I will also add that after 3 seconds what happens is that the source of the person starts to decay, and so the chances of being successfully resurrected start to go down and they get worse the more time it passes. Lastly, Ingall didn't used to work like that 2000 years ago. The anime will likely cover it so I won't give any details, but it is the reason why Anos can't just resurrect those guys in the graveyard.
