They didn't bother to include the explanation about Roses into anime, but basically - flowers produce mana for all the difficult incantations or areas with low mana in the air. They grow the items like what was used to make Eugeo's eye in last episode. Some produce more than others, and roses are the best it... so, naturally, they are prohibited from being grown by everyone, even the emperors, and can only be found rarely in the wild. Meanwhile, church's territory is full of them, thus a shock.

Time to start a tier list of worst callings ever XD I mean, even though Eugeo's calling seems pointless, he at least did his job in nature and returned home in the evening where he has people to talk to in-town.
