20:40 It could cost less money. Because you dont need process of sakuga correction+genga and pay for that. But it takes a lot of work to do make this style work. Not only for an animator. Satsue(after effect) and coloring process turns way harder. So as an Layout animator. I would never prefer this style unless if it is necessary for the scene and director asked to go by this style.
