Lelouch's brand of justice of "punishing all in power who prey on the weak" is fitting to his character. It all is rooted from the love for his sister Nunnally, who for all intents and purposes is his only hope for a future and a normal life. As she is the sister he loves most, a person discarded for being weak from the man he hates the most, it fits so well as an addition to his characterization.
