They are speed running 3 arcs (7 volumes) in 12 episodes so yea, feels like they are just going from bullet point to another. Although the LN had the same issue tbh. Everything till Yokohama Arc (last of season 1) was great, then there were Parasyte arc and the 3 arcs for this season. They were slower and just more setup. The main story of Mahouka only really starts after Ancient City arc (last 4 episodes of this season).

the funny thing is steeplechase was never meant to be the big payoff this entire arc is technically just buildup for the final payoff cus at the end of the day the parasite robots were just field test not end all be all the final product and even in the LN the NSC wasn't a big important plot point this arc.
