Pacing will always be an issue with converting manhwa into anime. The average anime adapts 3 manga chapters into 1 episode while most of the time leaving a lot out. And the manhwa format is much longer per chapter so more is left out. Then there is also the fact that episode 12/13 always has to end on a good point, while no writer thinks about lets end on something good at exactly chapter 36. Sometimes it would be enough to do 15 or 16 episodes for a season to save the pacing, but most studios wont do that since they still have to pay for the full 2 seasonal slots (13 episodes per slot).
