I think it is acceptable to say these two were more filler-episodes personally. Filler-Episodes in Rebels however still have great character-progression or just character exploration. I think what also really helps is that every episode has a different parring. In "filler"-episodes we often don't get the full crew but different parts of the crew really showing their relationship on a deeper level. In 2x8 for example it was one of the first times we have seen only Sabine and Ezra interact. In addition, some "Filler"-Episodes become crucial episodes later so during the episodes you never know how important they really are. There is no episode where you can say from minute 1 that this one will be unimportant for future stories, which is really nice. 2x7: We get the first backstory of Hera. Don't forget that since we will get more in the future (we will get more from every single one of the characters). Also, that B-Wing is a design used during the original trilogy and now we know how it got into the hands of the Rebellion BUT the big laser is not on that ship anymore. They probably couldn't fix the problems with power this caused and therefore installed weapon-systems that are a bit less power-intense. 2x8: Not that much to say about this episode besides the fact that I really appreciate how even these smaller stories have some importance to the Rebellion. In this case it really highlights how the Rebellion is moving information over huge distances without this information being intercepted by the Empire.
