Yes, you are right. Parts of UP are actually that violent compared to rest of the country, that is why the show is trying to be in your face on that part.

Death and violence is gory and graphic, so they are showing it. Also India is violent, that state is violent, so it is showing that because it needs to be showed. People ignore this violence most of the time and this show is trying to show that to them in a way they cannot ignore it. It is high time India stops this hypocrisy. That is what i think.

Since this is coming up in your discussion a lot, let me give you a little perspective on Uttar Pradesh to better understand the demography. The state of Uttar Pradesh is roughly the same size as United Kingdom and is India's 4th largest state in size and largest in terms of population. However a little poverty stricken and underdeveloped along with its neighbouring state of Bihar. Therefore the crime rate is much higher in these states comparative to Western, North-Eastern and Southern states of India. Not to say that there isn't a developed and wealthier side to the state but it is very limited for its size and population.
