I think the whole plot with the sith or not sith is, that the jedi's in acolyte are all by the book jedi's who would rather deny the truth than to face the reality and speak it out loud. Qui-Gon was more of a grey jedi, the codex was for him more like guidelines and thats why he had no problem with telling the council his assumption that maul was a sith. Venestra would probably not name him a sith, because she is most likely responsible for him turning and would try to play it down.
