It's the Joker. There's no puzzle to figure out here. Think of the vat of chemicals as his own personal ON/OFF switch between two modes. It's his thing, just roll with it. Of course, if his nemesis was Bugs Bunny instead of Batman, he'd be dunked in that thing at least a half dozen time per episode.

The story turn for Joker is, for me, one of my favorite elements of the show. (I mean, not as much as the whole sapphic dramatrauma, but still) It's weird how heartwarming his story can be.

The way I see it, we all have to get through the sapphic drama to reach "the end of the rainbow" so to speak. Also, This is the most tolerable the Joker has been on this show, and it's actually a pretty nice subversion to see him discover what love is and decide to continue being with his new family.

*i think this is the episode where you accidentally turned on subtitles you didn't know you had access to* Regarding subtitles with vlc, some video files will have them embedded and you can just turn them on, sometimes they are separate, if you ever download something that comes with a bunch of smaller files with a .srt extension, those are subtitles vlc can usually find them if they are in the same folder as the episode, but if not, you can manually add them by right clicking while an episode is playing, mousing over subtitle, then clicking "ad subtitle file" and choosing that .srt file wherever you have it stored (usually called something like "2_english.srt" Likewise, if you look around you can usually find the subtitle files to download separate, if you have anything you want them for that didn't come with them. (which will probably be a good idea for ducktales in particular if you are watching via vlc rather than disney+)

So, the in universe's reason as to why Joker lost his memories is because the vat of acid he fell into was specifically made to turn Harley into a run-of-the-mill civilian. And since Joker went through the same process that Harley did, it had the same effect.
