Water doesn't hurt Elsie despite being part enderman but it does weaken her, prevents her from teleporting and she cannot swim.

Like most cats she strongly dislikes getting wet but she LOVES fish. 

So despite the fact that fishing in minecraft is the most painfully agonizing thing in the game gotta get my girl her fishy.
