There is actually a reason that you will not learn till around episode 400 as to why lightning struck buggy and it was to save luffy and you will learn who did it around 400 and why around 500

I really forgot they intro that man (all the people who have seen passed Water 7 arc know who im talking about) so early but you dont learn about him till episode 400

It's really only speculation, we don't get a "reason", the simplest explanation is that lightning strikes high places and Buggy was holding a metal sword in the air.

Fun fact: "Shokugeki no Sanji" is actually real-- The Food Wars author wrote an "official" One Piece spin-off manga with Sanji as the protagonist. XD
