also the fittoa region is just apart of the asura kingdom. sauros was at the asura kingdom capital where they beheaded him. you should take a look at the mushoku map tbh lol

The reason roxy's parents and the chief of the village can speak demon god language is because roxys parents learnt to speak it to help teach roxy to communicate. Although most of the village cant speak it and only speak telepathically a few can now speak it such as the town guards to communicate with other demons on the continent and the chief.

Roxy is basically a deaf and mute child in the context of the Migurd tribe. Her parents learned Demon God tongue so they could teach it to her and could communicate with her. Most Migurd simply don't can't talk, they never learned any language, just like how most people wouldn't know sing language. The only exception being the elder/chief and some guards that learned some languages so they could communicate with visitors and merchants.
