For the record I'm anime-only like you, so it's impossible for me to spoil haha. You got the whole situation correctly. The world's technology is advancing, so nine years ago Marley sent their warriors (Reiner, Annie, Bertolt, etc.) to reclaim Paradis Island. After five years of the warriors being undercover as scouts they were eventually defeated and ended up losing the Colossal Titan and the Female Titan. The rest of the world saw this as an opportunity to attack a weakened Marley, starting a war between Marley and other world powers. After four years of that war we are at this episode where Marley has finally won and proven that they are still the world superpower, but it's clear that their military strength is not nearly as absolute as it once was due to technology. They're realizing just how much they need to reclaim Paradis if they want to stay on top. The main thing to note is that the operation to Paradis that started nine years ago is when they first attacked the walls, when Eren was a kid. This is a four year timeskip from the end of season 3, when they were trained scouts. Titan shifters only live for 13 years, and most of the titan shifters we know have had their power for at least 9 years if not more, that's why they're so concerned with successors. Also the Jaw titan Galliard is definitely Ymir's titan as it has the same body type, the same style of jumping around, and the same usage of a giant jaw that it uses to bite in combat. As screwed up as it is how Marley and the rest of the world treat Eldians, it is somewhat understandable. Imagine that there was a person in front of you who could, at any time, turn into a giant monster and brutally kill you without you able to do anything at all. This is why they harp on the armbands so much, because it's the only way of even hoping to identify this. It's understandable even from the warriors' point of view, as they realize just how dangerous they are to other humans. Honestly, imagining an entire country of those people far away who are willing to use that monstrous power would be terrifying. It's good that technology is improving, but in the early days without technology all it would take is one person to turn into a titan and your entire city along with everyone you've ever known would probably be doomed -- and that's just one random Eldian, not even one of the nine.
