Milori knows how size obsessed Anji is, so she snuck some of the growth elixir to her. (Ciann doesn't approve of testing on "civilians")
Anji isn't aware that the effects are only temporary, and Milori doesn't have the heart to tell her. I'm sure she'll find a way to make it up to her.
